Ensuring the safety and integrity of fresh produce is a top priority for Australia and New Zealand’s horticulture industry. With evolving regulatory frameworks and increasing consumer expectations, industry stakeholders must stay ahead of the curve. The Fresh Produce Safety Centre Australia New Zealand (FPSC) is spearheading this effort through the Horticulture Food Safety Initiative (HFSI)—a three-year project aimed at strengthening food safety practices across the fresh produce supply chain.

However, while initiatives like HFSI provide essential guidance and resources, ensuring compliance and implementing robust food safety management systems remain challenging for many growers and food businesses. This is where Smart Food Safe emerges as a tech-enabler—offering digital solutions to streamline compliance, enhance traceability, and facilitate smooth audits.

Understanding the Horticulture Food Safety Initiative (HFSI)

The HFSI initiative is structured into five key phases, as follows:

A. Project Start-up – Establishing governance, forming a project reference group, and defining a strategic roadmap.

B. Food Safety Stocktake & Community of Practice (COP) Formation – Assessing existing food safety resources and developing a community for shared learning.

C. Industry Survey & Gap Analysis – Engaging stakeholders to identify knowledge gaps and areas requiring improvement.

D. Industry Engagement & Outreach – Conducting training, developing resources, and helping growers prepare for compliance with food safety standards.

E. Implementation Model & Evaluation – Creating a sustainable food safety framework and evaluating project outcomes.

With an initial focus on melons, berries, and leafy vegetables, HFSI is designed to help businesses comply with the new Primary Production and Processing (PPP) standards, set to take effect in February 2025.

Key Challenges in Achieving HFSI Compliance

Despite the availability of guidelines, many growers and food businesses face significant hurdles in attaining and maintaining compliance:

  • Complex and Evolving Regulations
The horticulture sector must navigate new and stringent PPP standards (4.2.7 for berries, 4.2.8 for leafy vegetables, and 4.2.9 for melons), which require rigorous documentation of hygiene protocols, risk assessments, and traceability practices. With regulatory shifts and growing consumer demand for transparency, businesses must constantly adapt.
  • Labor-Intensive Manual Record-Keeping
Traditional paper-based documentation is prone to human error, misplaced records, and inefficiencies that slow down compliance efforts. This outdated approach makes it difficult to track data accurately, leading to potential non-compliance risks and audit failures.
  • Lack of Real-Time Visibility & Supply Chain Traceability
Ensuring food safety across a fragmented supply chain is challenging. Many businesses struggle with tracking produce at every stage—harvest, processing, storage, and distribution—especially when multiple suppliers and vendors are involved.
  • Resource Constraints for Small & Medium Growers
Many smaller producers lack the financial and technical resources to implement advanced food safety management systems, making it difficult to comply with HFSI guidelines.
  • Audit Readiness & Documentation Challenges
Ensuring that records are consistently updated and audit-ready is a daunting task, particularly when regulatory inspections demand comprehensive reports and proof of compliance.
