EU's Farm-to-Fork Strategy (F2F) for Sustaining Tomorrow’s Food System: Progress, Achievements & Looking Ahead

Are you aware that about a third of the world’s greenhouse gas emissions come from food systems, which also negatively impact public health, with over 50% of adults in Europe being overweight, as per a report by the Intergovernmental Panel on Climate Change (IPCC)? 

In a major stride toward establishing a sustainable and health-focused food system, the European Union is advancing its ambitious Farm to Fork Strategy (F2F). It is a landmark initiative launched in May 2020, aimed at accelerating the transformation of the food system to be more sustainable, equitable, and healthful.

A Quick Background on EU’s Farm-to-Fork Strategy (F2F)

Adopted at the end of 2019, the European Green Deal is a comprehensive set of policy initiatives designed to guide the EU towards a green transition. It outlines a roadmap for making Europe the world’s first climate-neutral continent by 2050, including schemes to enhance resource efficiency, transition to a clean, circular economy, restore biodiversity, and reduce pollution.

As a central component of the European Green Deal, the F2F strategy addresses the entire food supply chain from production to consumption, with the goal of reducing the environmental footprint, promoting biodiversity, and ensuring food security. It is the EU’s first detailed policy framework dedicated to creating a sustainable food system.

Key Targets and Action Areas

The F2F strategy has 27 concrete actions to transform the EU’s food system by 2030, including:

  1. A reduction by 50% of the use and risk of pesticides
  2. A reduction by at least 20% of the use of fertilizers – including animal manure
  3. A reduction by 50% in sales of antimicrobials used for farmed animals and aquaculture
  4. Reaching 25% of agricultural land under organic farming, of which the current level is 8%
  5. Having a mandatory harmonized EU Front of Pack Labelling (FOPL) in 2 years, however, the strategy does not endorse a certain model. Moving forward, an impact assessment for FOPL and nutrient profile models will be launched to identify the best model.

The strategy aligns with the United Nations’ Sustainable Development Goals (SDGs) and emphasizes a just transition that benefits all stakeholders in the food value chain, from farmers to consumers. However, the journey has been characterized by uneven implementation speeds, discussions about its goals, and criticisms concerning its effects on agricultural production.

Current Status on F2F Strategy

Since its launch, the F2F strategy has seen the European Commission implement several key initiatives. Key achievements include:

  • Recommendations to EU Countries: Adoption of the 2020 recommendations on common agricultural policy (CAP) strategic plans.
  • Contingency Plan for Food Security: Introduction of a 2021 plan to ensure food security during crises.
  • Responsible Food Business Code: Implementation of the EU code of conduct for responsible food business practices as of July 2021.
  • Pesticide and Sustainable Farming Regulations: New rules for marketing plant protection products (2022) and collecting sustainable farming data (2023).
  • Corporate Sustainability Directive: Proposal for corporate sustainability due diligence with a provisional text agreed upon by the Parliament and the Council.
  • Carbon Farming: Proposal on certifying carbon removals on farms, currently under negotiation.
  • New Genomic Techniques (NGTs): Proposal on NGTs, with Parliament adopting its position in 2024.
  • Animal Welfare Legislation: Proposal on animal welfare during transport, with further proposals pending.
  • Agricultural Marketing Standards: Provisional agreement on marketing standards for certain products (2024) and ongoing work on plant and forest reproductive material (2023).
  • Food Waste Reduction Targets: Proposal for legally binding targets to reduce food waste, though less ambitious than initially planned.

Legislative and non-legislative initiatives continue to progress, including directives on corporate sustainability, carbon removals, genomic techniques, and animal welfare. However, some proposed initiatives, such as a framework for sustainable food systems and revised food labeling rules, remain pending, leading to discussions about the strategy’s effectiveness and its alignment with EU sustainability and climate goals.

Way Forward

Looking ahead, the EU has already launched a strategic dialogue on the future of agriculture, in January 2024. This dialogue aims to engage a wide range of stakeholders to find ways to ensure a sustainable and prosperous future for the EU food system, balancing the needs of farmers with climate goals and technological advancements.

As the EU advances with its Farm to Fork strategy, the focus will be on harmonizing ambitious environmental goals with food security and farmers’ economic well-being. The strategy’s success will hinge on effectively navigating the complexities of transforming the EU’s food system into a more sustainable and cohesive model.

Furthermore, it represents a radical shift towards sustainability, ethics, and technological advancement in the food system. By promoting environmental stewardship, animal welfare, and transparency, the strategy aims to create a food system that guarantees safe, nutritious, and ethically produced food. While challenges remain, the opportunities for innovation and improved efficiency are significant. As consumers become more aware of their choices and the well-being of all stakeholders, the F2F strategy is set to drive a revolutionary impact on the European food market, aligning it with the broader goals of the European Green Deal and global sustainability standards.
